The appointments of Datuk Kamaruzaman Ampong as the new Universiti Malaysia Sabah (UMS) Vice-Chancellor and Yusuf Saringgit as the new Sabah Federal Financial Officer are something that Sabahans are proud of. “We are happy with the appointments and hope that more will follow and we thank Prime Minister Datuk Seri Abdullah Ahmad Badawi for it,” Putatan Member of Parliament Datuk Dr Marcus Mojigoh said when commenting on the appointments of Kamaruzaman and Yusuf which will take effect on June 18 and May 31 respectively. Mojigoh however said he was personally expecting a Cabinet reshuffle to accommodate more Ministers from Sabah. He also lamented that Kadazandusun Murut (KDM) leaders have been overlooked in the Federal Cabinet and cited for example, Minister in the Prime Minister’s Department Tan Sri Bernard Dompok. “Tan Sri Bernard is so loyal to Pak Lah and is a senior Minister who has served three terms in the Federal Cabinet but is still without a portfolio,” Mojigoh who is the United Pasokmomogun Kadazandusun Murut Organization (UPKO) Vice President, said of the Party’s President. According to him, the grassroots are interpreting the case of Dompok not being given a portfolio, as though the Penampang Member of Parliament is not capable which is why he was not entrusted with any important jobs. “I have often heard people saying that the Barisan Nasional (BN) is not fair to KDM leaders and the KDM are not happy with the way Tan Sri Bernard is treated,” he said. He added that Dompok’s presence in the Prime Minister’s Department was just like a ‘poster’ just to be seen but cannot talk or do anything that he wishes. “This is a real insult to the KDM leader. The KDM people are talking about it and that’s how they feel,” he said.

PKR Sabah is disappointed with the recent announcement by Prime Minister Datuk Seri Abdullah Ahmad Badawi over the setting up of yet another Federal Cabinet Committee to study the problems of illegal immigrants in Sabah. Its Deputy Chairperson, Christina Hew, said Sabah does not need another round of study into the problems, but speedy action. She said Deputy Prime Minister Datuk Seri Najib Tun Razak, who will head the Committee, was in fact the chairman of a similar task force and committee in the past and the people here have not seen any result in resolving Sabah’s illegal immigrant and IMM13 problems. “The announcement made by the PM in appointing the DPM to head this high-power committee is like singing the same song but second verse only. There is simply no willpower by the Federal Government to resolve our problems inspite of the overwhelming support by the Sabah people to the Barisan Nasional,” said Christina yesterday. She said PKR Sabah welcomed the belated abolition of the Sabah Federal Development Department or JPPS. “However, we are concerned that the Sabah Development Office is placed directly under the Chief Minister’s Department instead of under the Economic Planning Unit Sabah (EPU), for close monitoring on the implementation of projects that are utilizing both Federal and State funds. It was the role and function of EPU before the set up of the JPPS 17 years ago,” said Liew in a statement. She is hoping that the additional development funds allocated to the elected Assemblymen would be utilized in a transparent and accountable manner for the benefit of the people. “PKR Sabah also calls for more qualified Sabahans to be appointed as Federal department heads. “We hope the Public Service Department will emulate Sarawak by recommending Sabahans to be appointed as State Directors of the Immigration and National Registration Departments, two important departments which tie in with the illegal immigrant issues,” she added.

Veteran politician Fredoline Lojingki has suggested that an independent person be appointed to head the high-powered Cabinet Committee formed to solve the illegal immigrants problem in Sabah. “Datuk Seri Najib Tun Razak is already burdened with other duties in his capacity as Deputy Prime Minister and Defence Minister, so he may not be able to concentrate fully on the task at hand,” Lojingki said in a statement on Sunday. According to him, it would be better to appoint an individual who is without prejudice in the matter to head the committee so that all investigations and proceedings will be conducted freely. The individual must also be someone with integrity, he said when commenting on Prime Minister Datuk Seri Abdullah Ahmad Badawi’s announcement on the setting up of a high- powered Cabinet Committee, chaired by Najib to discuss and solve the illegal immigrants problem in Sabah. The committee comprising several Sabah leaders would seek solutions to the problem, particularly foreigners holding the ‘1MM13’ document in lieu of passport issued by the Immigration Department to Filipino refugees which permits them to stay in Sabah, Abdullah told reporters after meeting State Government leaders and senior Government officials here last Saturday. Lojingki also questioned the Federal Government’s hesitance to set up the Royal Commission of Inquiry to look into the perennial problem affecting the State. “This hesitance can be seen as though illegal immigrants are encouraged to come to Sabah,” he said, adding that there is no benefit in setting up another committee to address the problem.

The appointment of Professor Datuk Dr Kamaruzaman Haji Ampon as the new Vice Chancellor of Universiti Malaysia Sabah (UMS) effective June 18 is an honour to Sabah people and Keningau in general. Assistant Rural Development Minister Datuk Haji Sairin Karno described the appointment as a special gift from the Federal Government to Sabah, especially for education development. “I believe it is a proud moment for Sabah, especially the Keningau people in its mission to improve and upgrade the rural education excellence,” he said when officiating the thanksgiving on the victory of BN candidates for Liawan and Keningau at Kampung Skim Pamalan and Kampung Gaulan here on Sunday. Sairin said as a local from Keningau, Kamaruzaman could become an example to academicians and students here to continue to achieve excellence in education. “Professor Dr Kamaruzaman is the son of Sabah soil and I believe more academicians from the State will follow his footsteps,” he said. Prime Minister Datuk Seri Abdullah Ahmad Badawi announced in Kota Kinabalu on Saturday that Kamaruzaman will replace Professor Datuk Mohd Noh Dalimin. In another development, Sairin urged the Federal Government to build the UMS Campus in Keningau in the Ninth Malaysia Plan. He said a 40-acre site for the campus had already been provided at Apin-Apin. According to him, the campus will enable rural students in the interior areas to further their studies without having to go to Kota Kinabalu. On the RM1 billion additional allocation announced by the Prime Minister, Sairin said part of the money would be used to build water supply project and widen the roads in the town areas in this district.

TAWAU:

The Marine Police here seized a variety of contraband medicines and cosmetic products worth about RM32,654 at the port area here on Sunday morning. District Marine Chief DSP Husaini said the contraband goods were seized from the KM Purnama Express passenger ferry about 10.30am during the “Op Octopus”. Police, he said, believed the goods which were stored in several bags, were brought into the port here from Nunukan, Indonesia. “No passengers admitted to owning the contraband products,” he said, adding that the products were also not registered with the Malaysian Health Ministry. The seized products will be sent to the Chemistry Department for further action. Investigation will be carried out under the Cosmetics and Poison Act,” Husaini told reporters at a press conference at the Marine Department here.

Sabah senior politician, cop behind land-grab?

With the Anti-Corruption Agency (ACA) and Public Complaints Bureau intensifying its probe into allegations of a RM4O million land- grab in Kunak, Sabah, two major “players” in the racket might come under scrutiny for alleged abuse of power. One is believed to be a senior politician in Sabah, the other is a high-ranking official in the police force. The Minister in the Prime Minister’s Department Tan Sri Bernard Dompok on Sunday instructed the Public Complaints Bureau to immediately investigate allegations of power abuse by senior police officers in the land- grab issue. Bernama learnt that the politician is among several which the Sabah ACA would call to facilitate investigations into the racket involving over 787 hectares of oil palm plantation in Kampung Tingkayu. Sabah ACA Director Latifah Md Yatim declined to comment on the two “masterminds” as investigations were underway. “Let the ACA conduct its probe. We will surely inform the media on the latest development (of the case). My officers are gathering the relevant information and documents pertaining to the case,” she told Bernama yesterday. The politician, in his 60’s, is believed to have obtained a percentage of shares and money from a real estate company which allegedly seized the land belonging to 171 smallholders. Bernama understands that the politician had instructed some senior officers from the Sabah Land and Survey Department not to entertain the smallholders who had urged the department to investigate the ownership of the seized land. A team of Sabah ACA investigating officers will visit Kampung Tingkayu to gather vital evidence and interview the smallholders. One of the affected smallholders, who wished to be known as Chong, 50, told Bernama that the politician refused to attend to the plight of smallholders who had been harassed by illegal immigrants on their plantations. “Last month, we submitted an official complaint letter to the politician at his office on the activities of the illegal immigrants, but unfortunately he told us not to waste our time. “We have all the evidence on this matter and we are ready to cooperate with the authorities,” he said. In April this year, Bernama reported atop-ranking senior law enforcement officer, holding the title of ‘Datuk’, and several police officers in Kunak are being investigated by Sabah Anti-Corruption Agency for allegedly offering “protection services” to a real estate company which allegedly seized 787 hectares (about 4,000 acres) of oil palm plantations belonging to smallholders, In exchange for their “services”, the company, which is also involved in money lending, was reported to have given the officers kickbacks and other benefits, including offering its company’s shares. Bernama also reported that the company concerned had employed more than 100 illegal immigrants to seize the land worth about RM40 million and that more then 40 police reports were lodged between January and March this year at the Kunak police station, but no action was taken. - Bernama

Yusof Sarangit has become the first Sabahan to be appointed State Federal Financial Officer. Over the years, the post with the ‘Jusa C’ status, was filled up by Federal officers from outside the State, much to the chagrin of the locals. As such, when Prime Minister Datuk Seri Abdullah Ahmad Badawi recently announced Yusof’s appointment, it was met with all— around applause by Sabahans who saw it as a symbolic gesture to mark their harvest festival, ‘Tadau Kaamatan’. “My appointment means a lot to Federal Officers from Sabah as shows that the Government recognises their ability and the heavy responsibility which comes with the job. “I believe this will encourage more officers from Sabah to join the Federal Civil Service. This will contribute positively towards national unity,” he told Bernama here yesterday. Yusof, 48, a native of Kampung Segangan in Lahad Datu on the Sabah East Coast, holds a Bachelor of Science Degree in Geology from Universiti Malaya. “I am thankful to Allah for the promotion and appointment as Sabah Federal Financial Officer. “My thanks are also to the Prime Minister and Government for trusting me with this responsibility,” he added. Yusof said his appointment showed that the Prime Minister was sensitive and committed towards resolving issues faced by Sabahans. He promised to carry out his duty with fairness, transparency and to the best of his ability, aimed at bringing development to the State. Yusof, who began his civil service as a geologist, spent most of his career in the Foreign Ministry, with a string of postings, including Nigeria and Japan. He was the Principal Assistant Director (Finance) of the recently abolished Sabah Federal Development Department (JPPS) from 2001-2004 and Principal Assistant Director (Project Monitoring) of JPPS from 2004- 2006. The Government will announce a new fuel subsidy tomorrow, Prime Minister Datuk Seri Abdullah Ahmad Badawi said. The decision on the fuel subsidy will take effect immediately to avoid any speculation, he told reporters after chairing the National Small and Medium Enterprise Development Council in Kuala Lumpur yesterday. “We need to look into it (fuel subsidy) again to make sure it will be the best that we can do for our people,” Abdullah said. He was commenting on Domestic Trade and Consumer Affairs Minister Datuk Shahrir Samad’s statement that fuel prices will go up this August. “He said might be. Anything to do with (fuel) subsidy, the final decision will be this Wednesday,” Abdullah said. According to Shahrir, the increase in fuel prices is in line with the structuring of the new mechanism for the fuel subsidy scheme enjoyed by the people now, He was reported saying that there were already several proposals and the mechanism had been submitted to the Finance Ministry and it would be decided in the best manner. — Bernama.

Some 10,000 people are expected to participate in the Borneo International Marathon(BIM) 2008 to be held on October 12 this year. Andrew Voon, the Director of Championship Sports Events Sdn Bhd which will organize the event, said this during a courtesy call on Chief Minister Datuk Seri Musa Aman at the latter’s office in Wisma Innoprise here yesterday. He said the full 42km marathon would be flagged off at the Likas Sports Complex and head towards 1Borneo before looping around towards Tanjung Aru and returning to the finish line at the Sports Complex. There will also be a half and 10km marathon. One of the objectives of BIM 2008 is to raise money for local charities. Ten percent of every registration fee goes to charity, said Voon. Event Directors Urs Weisskopf meanwhile said that if this inaugural event proved to be successful, the BIM would be held annually. Musa welcomed the move on BIM 2008 and said it could be another event added to the Sabah tourism calendar. “This event if properly organized, will add vibrance to the City. It also has potential sports tourism value,” he said. Musa said that the State Government namely the Youth and Sports and Tourism, Culture and Environment Ministries would support the event in terms of direction and organizing experience.

PETROL and DIESEL pump prices will increase in August: Minister

Pump prices for petrol and diesel will be raised in August but subsidies will remain for the poor, Minister of Domestic Trade and Consumer Affairs Datuk Shahrir Abdul Samad said yesterday, in a move that could drive up inflation. “Petrol prices will increase ... it will happen,” Shahrir told reporters, without specifying how much prices would rise. “I think the idea is August this year when the subsidy (scheme) is restructured. The prices will rise with the proviso that subsidies will be enjoyed by all not on the basis of use, but need.” According to him, although the fuel prices would go up, the petrol subsidy would continue to be enjoyed by the people based on requirement instead of usage. “If we look at the subsidy that we receive today, it is based on the amount used, if we consume 200 litres per month, we will receive subsidy for each litre that we purchase. If we use only 100 litres, we will also be given the subsidy. So, this means there is no restriction to the subsidy that we get based on our usage,” he said. Fuel prices in Malaysia are among the cheapest in Asia, with petrol selling for just 1.92 ringgit (60 US cents) a litre, less than half the price in neighbouring Singapore. Malaysia is a net oil exporter and gains from high oil prices, reaping 250 million ringgit ($77.6 million) a year in revenue for every $1 rise in crude prices. But the Government’s fuel subsidy bill also has ballooned along with skyrocketing crude prices, compelling it to find ways to ease the burden on its finances. Indonesia and Taiwan cut fuel subsidies last month and India is also poised to take action. Shahrir said fuel subsidies would total 55-56 billion ringgit in 2008 at current oil price levels, which are hovering around $127 per barrel. He said the restructuring is part of the Government’s efforts in tackling the rising subsidy burden following the significant rise in the world oil price which had exceeded US $130 per barrel current. Bond and stock traders said financial markets had already priced in a likely price hike and were now awaiting details of the new fuel subsidy mechanism. Shahrir did not give details on how the new subsidy scheme would work or whether the reforms would involve minor changes or a major overhaul. He was quoted on Sunday as saying that Malaysia planned to scrap subsidies at the pump and instead give discounts to individuals based on their needs. The Minister had previously suggested requiring motorists to produce their Malaysian identification cards when filling up to ensure that only locals get the subsidies. He said the total subsidy borne by the Government for petrol, diesel for foreign cars by petrol kiosks within 50 kilometres from the border was only a temporary measure. He said the ban had already been enforced at the Malaysia-Thai Border while near the Singapore border, the ban would take effect on June 9. A sharp fuel price hike would increase inflation - which already stood at a 15-month high of 3.0 percent in April - and could further stoke voter anger against the Government, which is battling criticism that it has not been effective in cushioning Malaysians against rising prices. “It will increase inflation but because they’re being very vague, we can’t really say how much,” said CLSA senior economist Tony Nafte. “They’re going to be very careful how they do it and one way to do it is some kind of handout to compensate for the low-income earners.” Shahrir also said Malaysia would begin a temporary ban on fuel sales to foreigners from its southern Johor state, a short distance from Singapore, from June 9. The Government had already begun a similar ban at filling stations near the Thai border, he said. Shafie: Projects in Sabah should be more people-centered

Unity, Culture, Arts and Heritage Minister Datuk Seri Mohd Shafie Apdal wants development projects to be carried out in Sabah to be more people- centered. He said the implementation of such projects should benefit the people, especially those from rural areas. Mohd Shafie said it was very generous of Prime Minister Datuk Seri Abdullah Ahmad Badawi to announce that more development projects would be implemented in Sabah. This, he said, was the appreciation of the Barisan Nasional (BN) Government for the support given by the Sabah people to BN in the last general election. “I hope the proposed development projects will help develop the rural areas in Sabah,” he told reporters after opening the 6th Global Indian Shopping Festival (GISF) 2008 organised by Agenda Suria Communications Sdn Bhd at MidValley Exhibition Hall here yesterday. The nine-day event beginning May 30, is a one-stop exhibition showcasing India’s ethnic handicraft, textiles and jewellery, among others. On Saturday, Abdullah, who pledged RM1 billion for rural development projects for Sabah, said that more development projects would be implemented in the State in lieu of the people’s support which enabled the BN to secure a massive victory in the State in the March 8 polls. He had said that besides development in the fields of science and technology, the Government would continue to develop the tourism industry, large-scale agriculture based on modern technology, as well as the development of the existing diverse cultures and arts. Mohd Shafie also said that during his tenure as Domestic Trade and Consumer Affairs Minister, he had requested the Federal Government to look into ways in reducing transportation costs from Sabah to Peninsular Malaysia. “I had also requested for a price coordination in rice and other essential items to reduce the burden on the consumers, as well,” he said. The Federal Government should immediately utilize the RM1 billion additional allocation for Sabah to put up a petrochemical plant in Sabah, United Pasokmomogun Kadazandusun Murut Organization (Upko) Secretary General Datuk Wilfred Madius Tangau said. “Our request is for the allocation to be used immediately to put up a petrochemical plant in Sabah and not wait for the master plan ... Just do it,” he said. He was commenting on the announcement by Prime Minister cum Finance Minister Datuk Seri Abdullah Ahmad Badawi on Saturday that an additional RM1 billion allocation for Sabah was approved by the Cabinet to expedite development in rural areas with infrastructure projects for Parliamentary constituencies. Abdullah also said a master plan for the development of downstream petroleum and petrochemical industries would be drawn up for Sabah. RM1 billion is a lot of money and Petronas, which is drawing up the master plan , will invest a huge amount of money in the project but the spin-off for petrochemical is bigger and that is why the plant should be put up immediately,” he said. On the construction of a 300MW power station in Kimanis, Papar under a joint venture with Petronas and Sabah Foundation, Madius said it was not clear if the facility was to substitute the coal plant that was supposed to be built in Lahad Datu. If its purpose is to supply electricity to the East Coast, then there are some problems which have to be rectified first, he said. “Although power can be transferred from the Kimanis power plant to the East Coast there is always the risk of a major blackout as there is no loop in the existing grid,” he said, adding that an accident to the grid could cause another major blackout throughout the State like the one recently. According to him, the existing infrastructure, as far as the grid is concerned, only allows for a power station to be built in the East Coast, provided there is a loop,” he said. Parti Bersatu Sabah (PBS) Information Chief Johnny Mositun welcomed the power plant as it will open up more job opportunities for Sabahans. “This is a good move and planning by the Government and is also the fruit of the hardwork of both past and present leaders who have been pushing for this,” he said, adding that the project would open up investment in Kimanis similar to the POIC in Lahad Datu. The Party’s Secretary General, Datuk Radin Malleh, said the RM1 billion is not much in terms of fast allocation. “An ADUN should be given a least RM 1 million each so that the voters can see immediate changes in their respective constituency. In fact I have spoken about all issues in Parliament when I was an MP. I even suggested the Government make a specially tailored blue print for Sabah to eradicate poverty,” he said. Parti Keadilan Rakyat (PKR) National Vice Chairman Datuk Dr Jeffrey Kitingan said the goodies announced by Abdullah were good but compared the gesture to ‘giving candy to a baby’. “This is only a token and coming after the ‘babies’ have been crying for 44 years,” he said, adding that like candy, the “goodies” would not last very long.

If they (the Government) form one, they can put all the Sabah and Sarawak Members of Parliament on the committee depending on terms of reference,” he said.

Minister in the Prime Minister’s Department Tan Sri Bernand Dompok has instructed the Public Complaints Bureau to conduct an immediate probe on allegations of power abuse by senior police officers in a land-grabbing issue at Kampung Tingkayu in Kunak, Sabah. Dompok said the affected smallholders who had worked on the land for the past 23 years met him in Parliament on Tuesday and briefed him on the issue. “This is a very serious matter as it involves senior police officers. I’ve instructed the Bureau’s Director- General Dr Chua Hong Teck to look into the complaint. “We guarantee a fair probe. The Bureau will treat the complainant fairly as promised in the Bureau’s clients’ charter,” he told Bernama yesterday. Dompok said the Bureau would convene a special meeting this week to discuss the matter. “If it is proven that the said police officers misused their power, stern action would be taken against them, as nobody is above the law. “The Bureau will be cooperating with other relevant agencies once the investigation started and all parties should give their fullest cooperation,” he said, adding that “we don’t want to see public trust towards the authorities fade.” In April, Bernama reported that a top- ranking senior law enforcement officer, holding the title of “Datuk” and police officers in Kunak, are being investigated by the Sabah Anti- Corruption Agency for allegedly offering “protection services” to a real estate company which allegedly seized 787 hectares (about 4,000 acres) of oil palm plantations belonging to smallholders. In exchange for their “services”, the company, which is also involved in money lending, had reportedly given the officers kickbacks and other benefits, including offering its company’s shares. Bernama also reported that the company concerned had employed more than 100 illegal immigrants who doubled as thugs to seize the land worth about RM40 million and more then 40 police reports were lodged between January and March this year at the Kunak police station, but was not entertained. It is learnt that the State Government would also be briefed on the issue as the smallholders have alleged that a few officers of the Land and Survey Department might be involved in the scandal. Meanwhile, one of the smallholders who wished to be known as Anthony, 50, told Bernama that an official complaint letter was handed to the Home Ministry on Thursday. “In the letter we have asked the Minister Datuk Seri Syed Hamid Albar to take appropriate action against the police officers who failed to discharge their duty and abused their power. “We have all the evidence to prove that the complaints made were true and we hope our nightmare will end soon,” he added. - Bernama

Tawau business community calls for better facilities

TAWAU has the potential to undergo further development if the port is upgraded and better infrastructure facilities are provided for the business sector. Chairman of the Tawau Business Council, Datuk Yap Yiw Sin, said colleges and universities should be built in the district so that the residents here can obtain higher education related to plantation and marine products. For example, Universiti Putra Malaysia (UPM) should set up a campus here to provide agricultural education and skills. “However, the lack of full Ministers in Tawau can influence the pace of economic development here. Many of the tourists will travel to Semporna after they have arrived at Tawau Airport. They will normally go to the islands in Semporna for diving without visiting the township of Tawau. “It is important to do something new to create interest for the people. There are many things that can be done in Tawau, such as enjoying its seafood products. More facilities should be built here to make Tawau a nice place to visit,” Yap told The Borneo Post during an interview at his office here. According to him, it is very difficult to start any industries here due to the high transportation fees. The tourism industry is much easier to be set up as it does not require much cost. Yap, who is also the President of the Tawau Chinese Chamber of Commerce, disclosed that it is important to build up local advantages such as the marine industry and golf sector. The golf courses at Shan Sui and Hotspring here should be beautified in order to create more demand. Publicity also plays an important role to attract more tourists to Tawau. He noted that the cocoa industry is nearly gone after facing a major disease problem. Farmers did not earn enough income and they are facing a big loss. It was really a painful experience for them. Then, they started to move into the palm oil industry. Tawau was the biggest prawn exporter in Malaysia in the early 1990s but it has lost its position. The timber industry is also slowing down because of wood shortage. Therefore, the Government has to build up more research centres here in order to help the farmers and planters with relevant information, guidelines and training, he said. Tuan Hj Othman Walat, the Chief Executive Officer of Sabah Softwood Berhad, urged the entrepreneurs to go downstream. Othman said it is important to create values for any industries such as palm oil, timber and cocoa in order to generate a stable economy. The success of downstream industries is dependent on good infrastructure facilities. “The creation of wealth is affected by outside natural resources such as land and people. The nature economy in Sabah is not something that is sustainable. Once it is depleted, there is a need to create new business. “For example, the timber industry in Sandakan is gone and many of the entrepreneurs are looking for other jobs outside the country. However, Thailand has an excellent economic growth in producing jack fruits and canned food because of the good facilities. Looking back at Tawau, we have potential to develop marine products such as tuna and export the finished products to other countries. “We do not know when the natural resources will finish. Although we enjoy the wealth as a gift from God, but we should not overlook it. It is important for us to venture into other business and go downstream,” Othman pointed out. According to him, economic roles not only depend on the Government to provide infrastructures, but the people themselves are responsible for generating the economy. He added that Malaysia is not just talking about politics but struggling for glorious economic development. Palm oil entrepreneur Peter Lu said that it is important to upgrade the port in Tawau to smoothen the export and import of goods and products. Peter said an upgraded port may allow bigger ships to enter the district easily by bringing products for sale. It will definitely create more business opportunities here. “Tawau has the potential to build more hotels for tourism purposes. A variety of activities should be held to attract more tourists. In fact, it is really difficult to start a business here due to the economic crisis. “For me, it is better to purchase land for palm oil plantation because of the high price demand in the market nowadays. Besides that, the Government should make up their mind and find a way to reduce the price of the products,” he noted. It is learnt that Tawau is lacking of entertainment, especially at night when people would just go home or’ involve in sport activities after work. QPS photographer Abu Chai said the State Government should’ provide more incentives to develop and beautify the tourist places here such as the Hotspring waterfall,’ Bukit Gemuk and Tinagat beach. He said more land here should be developed for tourism attractions like the Disneyland in Hong Kong. “In the future, the allocation of more funds will bring more’ development and create business opportunities,” Abu added. Tawau started off as an agriculture’ and fishing town in 1892 with only a’ few residents. Today, it is the third largest district in the State.

Sabah, famous for its vast forest treasures and its landscape, is to host the inaugural Malaysian Rainforest Flora and Fauna Festival in August next year. The Prime Minister’s wife, Datin Seri Jeanne Abdullah, who is also the Malaysian Landscape Advisory Panel Chairman, said the Rainforest Discovery Centre (RDC) in Sepilok here has been picked as the location of the biennial festival. She said the month-long festival would promote Malaysia and its tropical rainforest on the international tourism map, “Sabah has been picked to host the event based on its accreditation as one of 12 world bio-diversity mega zones which are rich in unique landscape and their flora and fauna. “Sabah can be said to be a pearl in terms of natural landscape and its rich flora and fauna. That is what we want to showcase to the rest of the world,” Jeanne told reporters after visiting the RDC here yesterday. During the visit, Jeanne, who was accompanied by her husband Prime Minister Datuk Seri Abdullah Ahmad Badawi, also had an aerial view of the Sepilok Forest Reserve, the Sepilok Mangrove Forest Discovery Centre, the Sepilok Orang Utan Rehabilitation Centre, the Forest Research Centre and the Rainforest Discovery Centre. They were also briefed by Sabah Forestry Department Director Datuk Sam Mannan on the concept of the festival. Jeanne said 59 per cent of Sabah was covered by preserved forest believed to have 10,000 species of flowers, 220 species of mammals and 440 species of birds. She said Sabah was also the habitat of more than 1,500 of the 30,000 orchid species. “It is hoped that the hosting of the festival can draw nature lovers from around the world who appreciate the uniqueness of the tropical rain forest and help boost the tourism sector based on the natural landscape of the country. The festival is organised by the Federal Government through the Malaysian Landscape Advisory Panel, the National Landscape Department, the Housing and Local Government Ministry, the Natural Resources and Environment Ministry, and the Tourism Ministry. - Bernama

Over 130 participants of the Harley Owners Group (HOG) Rally displayed their Harley Davidson bikes at Dataran Deasoka, Gaya Street here on Sunday morning. The riders are from Australia, Brunei, France, Indonesia, Macau, Singapore, Thailand, US and all over Malaysia. During the three-day rally, they visited Kuala Penyu and other signature destinations in the east coast of Sabah, including the Murut Cultural Village in Tenom the Kundasang War Memorial, the Kinabalu Park and the hometown of the Cowboys of the East, Kota Belud. In between enjoying the sights of Sabah’s landscapes on their ride, the Harley riders also witnessed several cultural performances by the local community of each location. A couple from Singapore, Awi, 69, and Salamah, 66, said this was their first visit to Sabah. “The experience of stopping at the villages during the rally made us remember of our own villages,” they said. A visitor from Sandakan, Sulaiman Jaafar, 36 said the exhibition was a good exposure of big bikes to the public. After the exhibition, the bikers rode to the Shangri-La’s Tanjung Aru Resort and Spa for the HOG Rally Charity Carnival. Over 30 children from a local orphanage were there to share in the fun during the carnival and had lunch with the participants. Meanwhile, HOG Malaysia Director Choo Kai Mun said they had set a new participation record in the Malaysia Book of Records. “In 2006, we managed to gather 117 big bike owners for the rally to Langkawi in Kedah. “For this rally, the number of participants was more than 130,” he said. This was the fifth rally organised by HOG and the first time it was held in Sabah. “The rally has been held since 1998 and it has covered Pulau Pinang, Terengganu and Langkawi with participation from all over the world,” said Choo. He thanked Sabah Tourism Board Chairman Datuk Seri Tengku Zainal Adlin for promoting Sabah as a destination for the rally. ”Beside taking part in the rally, we also promoted road safety and carried out charity activities,” he added.

Political leaders from the Barisan Nasional (BN) component parties in the State are still pushing for the setting up of a Royal Commission of Inquiry on the transient migrants despite the announcement by the Prime Minister on Saturday to set up a high- powered Cabinet Committee to address the perennial illegal problems in Sabah. They are of the opinion that only a Royal Commission of Inquiry will be able to address the illegal immigrants issue. Deputy Rural and Regional Development Minister Tan Sri Joseph Kurup questioned the effectiveness of the Cabinet Committee as it does not have any legal powers. “The announcement of the high- powered Cabinet Committee by Prime Minister Datuk Seri Abdullah Ahmad Badawi is something that the people of Sabah must be happy about,” he said in a teleconversation yesterday. “The effectiveness of the Cabinet Committee is highly doubtful because a committee formed in this manner has no legal powers to compel witnesses to come forward to give statements. It also cannot prosecute a person who tells lies,” Kurup who is also the Parti Bersatu Rakyat Sabah (PBRS) President, said. Kurup, who is also the Pensiangan Member of Parliament, stressed that the formation of such a committee will only add on to Sabahans’ perception that it is only an eyewash (to address the illegal immigrants problem). According to him, a committee with legal powers is needed to address the enormous problem of illegal immigrants in Sabah. “The (illegal immigrants) problem is a real security threat and therefore nothing is better than to form a Royal Commission of Inquiry. “I would like to ask, based on the reasons I have given just now, what is actually the problem (faced) in setting up a Royal Commission of Inquiry? The illegal immigrants problem in Sabah warrants the establishment of a Royal Commission of Inquiry,” he said. Kurup was commenting on Prime Minister Datuk Seri Abdullah Ahmad Badawi’s announcement of the setting up of a high- powered Cabinet Committee, chaired by Deputy Prime Minister Datuk Seri Najib Tun Razak to discuss and solve the illegal immigrants problem in Sabah. The committee comprising several Sabah leaders would seek solutions to the problem, particularly foreigners holding the ‘IMM13’ document in lieu of passport issued by the Immigration Department to Filipino refugees which permits them to stay in Sabah, Abdullah told reporters after meeting State Government leaders and senior Government officials here on Saturday. United Pasokmomogun Kadazandusun Murut Organization (UPKO) Secretary General Datuk Wilfred Madius Tangau when asked to comment on the same issue, said Abdullah did not give any details as to the formation of the committee. “What is clear is that it is a Cabinet Committee. What we want to ask further is to make sure that all Sabahan Ministers and Deputy Ministers in the Federal Cabinet and BN component parties in Sabah be appointed to the committee. “If possible representatives from BN component parties who are not represented in the Federal Cabinet like SAPP be appointed to the committee,” he said, adding that it is Upko’s hope to see at the end of the day, the committee will recommend to the Cabinet the formation of a Royal Commission of Inquiry (RCI) into the illegal immigrants problems in Sabah. The RCI, he pointed out, will look into more specific matters concerning the problem such as the ‘Projek IC’ as the illegal immigrants problem in Sabah involves not only the ‘Projek IC’ but also IMM13, settlements and man other matters which the high-powered Cabinet Committee may not know how to resolve. “This is (the formation of the Royal Commission of Inquiry) the only way to gain the credibility of the people,” he stressed. Parti Bersatu Sabah (PBS) Secretary General Datuk Radin Malleh when contacted, pointed out the existence of a committee headed by Najib to address the illegal immigrants problem. “The committee headed by Najib has been there for quite some time. What is required is to double or triple enforcement so as to contain the illegal immigrants already in the State and to prevent new ones from coming in,” he said. The Party’s Information Chief, Johnny Mositun, pointed out the matter was nothing new as PBS has, since its inception, been pushing for a resolution to the problem. “PBS is happy now that the Government is seriously taking action to address this. Of course there are quarters claiming that this (setting up of a high-powered Cabinet Committee) is not wise because they want the Royal Commission of Inquiry. “To me whatever it is that the Government decides, maybe that is the best solution to solve the problem,” he said. “For PBS that is the most sincere mechanism maybe possible to solve the problem because what we want is the result. Of course all suggestions from all quarters to address the PTI problem are taken into consideration but the bottom line is-we want the problem to be solved,” he said. PBS has insisted on the formation of a Cabinet Committee on illegal immigrants if the suggestion by Sabah BN for a Commission of Inquiry could not be acceded to at the moment. “In any case the illegal immigrants problem is well understood and proven and therefore beyond inquiry,” he said, adding that it is time for speedy action to solve the problem. “Many of the suggestions came from PBS submissions and followed up by Party Representatives in the Federal Government. We thank the Prime Minister for kindly responding to our requests and proposal,” he said.

The announcement of two Sabahan appointments to the Federal Civil Service by Prime Minister Datuk Seri Abdullah Ahmad Badawi on Saturday was well- received by political parties in the State. Parti Bersatu Sabah (PBS) Information Chief Johnny Mositun said they were happy with the approach taken by the Prime Minister as it is a win win situation for the people in Sabah. “This is quite a sensitive request from the people and of course the leaders in the Barisan Nasional (BN) are concerned about this and we are happy that all the component parties have decided and agreed,” he said, adding that the Opposition as well as the present day Government in Sabah were also concerned about the matter. “We are very, very touched (as) it is not easy to decide this but it is the responsibility of the Federal Government to respect the requests from the leaders. We are happy that the hard work of Chief Minister Datuk Seri Musa Aman is fruitful. “Musa made sure that the requests were discussed and brought to the attention of the Prime Minister resulting in the appointments,” he said. Mositun however said that the Federal Government should also consider allowing more Sabahans to serve in the Federal Civil Service in the ‘Borneonization’ process. “Not only to head the Federal Government departments and agencies but also, if there is room, all races should be given the opportunity to lead the departments and agencies. The Federal Government should consider more Sabahans in the rank and file of the Federal Civil Service,” he said. Abdullah, after a meeting with State Government leaders and officials here on Saturday, announced the appointment of Sabah-born Datuk Kamaruzaman Ampong as the new Universiti Malaysia Sabah (UMS) Vice-Chancellor effective June 18 and Yusuf Saringgit as the new Sabah Federal Financial Officer effective May 31. United Pasokmomogun Kadazandusun Murut Organization (UPKO) Secretary General Datuk Wilfred Madius Tangau when contacted, said Abdullah also mentioned that the State Secretary had been instructed to identify potential staff in the State Civil Service to be absorbed into the Federal Civil Service. “This move is to fulfill the requirement of Sabahans who will eventually head the Federal departments and agencies,” he said, adding that it was a most welcomed development. “In addition to that, the Federal Government should aggressively pursue recruitment of more Sabahans into the diplomatic service as administration officers. It is not right to say Sabahans are not interested to serve in the Federal Civil Service. “The Federal Government should be proactive in getting the necessary number of Sabahans to serve as diplomatic administration officers,” he said. On the appointment of Kamaruzaman, Madius said Upko had previously mentioned to Abdullah the issue of a non-Sabahan appointed as the Vice- Chancellor when UMS started operations. “Universities in other States such as Unimas in Sarawak all have locals as the Vice Chancellor. Why must Sabah be made an exception? (It is) not that the existing Vice Chancellor is not good but it raises questions in the minds of Sabahans why a Sabahan was not appointed in the first place. “The question in Sabahans’ minds is ‘what is wrong with us? Are we not trusted to shoulder the responsibility?” he asked. Deputy Rural and Regional Development Minister Tan Sri Joseph Kurup, who is also the Parti Bersatu Rakyat Sabah (PBRS) President, said the appointments were very welcomed by the people of Sabah, especially the young generation and professionals. He however suggested that the Federal Government also consider appointing Sabahans to head the State Immigration and National Registration Departments. “If possible, appoint Sabahans to these posts as the departments should be headed by Sabahans too in view of the many instances where the MyKads and birth certificates were issued just like that to people who are not qualified,” he said. With Sabahans at the helm of these two departments, they are more understanding of the sentiments Sabahans have about the illegal immigrants,” Kurup stressed.

A business presentation was held for them yesterday. It was presented by Senior Deputy Director, South East Asia Division, Tourism Malaysia, Ishak Ismail, Malaysia Airlines Sabah Area Manager Morris Ong and Josephine Chai from Sabah Tourism Board. Prime Minister Datuk Seri Abdullah Ahmad Badawi will launch the celebration tonight. The main objective of the programme is to raise awareness among foreign media and tour operators about tourist destinations, products and services in Malaysia in order to increase tour packages and publicity on the country as a preferred leisure and MICE destination. Organised by the Unity, Culture, Arts and Heritage Ministry and the State Government of Sabah, the open house is expected to receive about 10,000 visitors. The programmes will include cultural performances, traditional games and live music entertainment by favourite Malaysian singers. The highlight of the festival will be the crowning of the Unduk Ngadau or Harvest Queen. Visitors will also be able to buy local handicrafts and traditional ethnic products.

Coloured stickers to identify rice grades

The Agriculture and Agro-based Industry Ministry is to introduce coloured stickers from Sunday to enable consumers identify the different grades of rice. A Ministry statement yesterday said the Super Special Tempatan (SST) five per cent (with five per cent broken grains) packet will carry a purple sticker, the SST 10 per cent packet a yellow sticker and the Super Tempatan (ST) 15 per cent packet a dark blue sticker. “As for the imported rice, which is not a price-controlled item, a light blue sticker will be used for Super White rice, an orange sticker for special rice, a pink sticker for fragrant rice and a brown sticker for parboiled rice,” it said. This latest measure of the Ministry is in accordance with a Cabinet announcement on May 12 that the prices of the SST five per cent and SST 10 per cent rice would be fixed at RM2. 80 and RM2. 70 per kg from Sunday while the ST 15 per cent rice would be fixed at between RM1 .65 and RM1.80 per kg depending on zones. In making the announcement, Prime Minister Datuk Seri Abdullah Ahmad Badawi had said that the controlled prices were to ensure sufficient supply of the rice and curb rising prices following a drastic increase in prices in the market over the last month. The statement also said that through the standardisation of rice prices nationwide, the Government spent RM725 million to subsidise rice imports with RM243.7 million allocated for Sabah and Sarawak. At present, Sabah and Sarawak depend on rice imports to meet their needs, with Sabah importing 70 per cent of its requirements and Sarawak, 47 percent. “If this (control and subsidy) measures are not adopted, the impact of rising prices of imported rice in the world market will cause a drastic rise in rice prices for consumers in Sabah and Sarawak,” the statement said. The statement also said that monitoring by the Ministry’s Padi and Rice Regulatory Division found that the price of the SST five per cent had reached RM3 per kg since April and the fixing of the price had enabled the people to buy the rice at a reasonable price. On the exemption of fixed prices for other imported rice such as Basmati rice, glutinous rice and Thai fragrant rice, which have floated retail prices, the statement said consumers of these rice varieties were from the middle and high- income bracket and could afford to pay the higher prices. At present, the average price of rice in the world market had risen by as much as three times the average price of last year, and hovers at US$1,100 per tonne (US$1 = RMI-24). - Bernama -

Consumers in Sabah and Sarawak will be able to get the price-controlled Super 15 per cent (S15) rice at the price of the already controlled grade, Super Tempatan 15 percent, in Peninsular Malaysia. “The controlled price of RM1.80 per kg for this grade is fixed for the areas around seven major ports in both states, namely Kota Kinabalu, Tawau, Sandakan and Lahad Datu in Sabah; and Kuching, Sibu and Miri in Sarawak,” Padiberas Nasional Bhd (Bernas) said in a statement here yesterday. Bernas said the S 15 per cent would be available in six different brands distributed by its subsidiaries in Sabah and Sarawak. “They can be identified by the use of blue sticker ‘Super Beras Nasional 15 per cent’ on the packs of Sabah Beras Super Vietnam (15 per cent). “In Sarawak, they will be on Cap Hornbill Kenyalang, Cap Beras Premium Beras Vietnam 25, Cap Batang Rajang, Beras Super Cap Ikan Gurami (ungu) and Emperor,” it said. Bernas said to improve uniformity in pricing and packaging of S15 per cent rice nationwide, effective 1 July 2008, a standard 10-kg rice packaging carrying the national brand ‘Super Beras Nasional 15 per cent’ would be introduced in the country to replace the use of stickers on various S15 per cent brands. - Bernama

A total of 887 attachment teachers will be posted in Sabah and Labuan this July. The teachers are among the more than 5,000 educationists who will be sent on attachment to all Government schools from July to overcome the shortage of teachers in the country, Deputy Education Minister Datuk Dr Wee Ka Siong said. He said 1,077 of them would be sent to national-type Chinese schools, 399 people at Tamil schools, 2,980 teachers to national schools and 666 others to special education schools. Speaking to reporters at the Parliament lobby here, he said most of them would be sent to Sarawak, totalling 1,115 people, followed by Sabah (876), Johor (647), Selangor (636), Perak (432), Pahang (356), Kedah (210), Negeri Sembilan (189), Melaka (172), Kuala Lumpur (155), Kelantan (143), Penang (75), Terengganu (80), Putrajaya (25) and Labuan (11). Dr Wee said the teachers would be sent to attend courses to improve their teaching skills during the school holidays. He said the Ministry also conducted interviews for Sijil Pelajaran Malaysia (SPM) leavers to become teachers, especially at Chinese and Tamil schools. “Teachers with SPM qualification will be sent for a three year training to equip them with the teaching skills,” he added. - Bernama

He added that SEALNet had come to the right place in learning about wetlands conservation efforts as Sabah has two-thirds of the country’s wetlands reserve. “Environmental conservation is everyone’s responsibility and I am happy to see that’ a corporate organization like Shell Malaysia remains committed to this cause,” he enthused. Speaking after the same ceremony, Mr Ling said Shell was happy to be part of this environmental leadership programme. “This is a very commendable effort as it involves the younger generation who will inherit mother nature in the future. Our support reflects our conscious and responsible stand with regards to the sustainable development agenda.” Joniston said the programme fitted very well as a community support project organized in conjunction with the Kinabalu Shell Press Awards this year. “We hope that this programme will further raise public awareness of the importance of our mangrove wetlands and hopefully increase public involvement in wetlands protection,” he added. Wesley hoped that the hands- on experience would act as a capacity building opportunity with the view to impart valuable leadership skills to help participants establish their own sustainable community service projects in the future. In matching the green words with green action, the programme’s participants along with SJA members, Shell and KKWC representatives will plant 100 mangrove tree seedlings as a physical reminder of their commitment towards mangrove conservation at KKWC. Masidi will lead the mangrove tree planting and gotong royong exercise scheduled for June 8, which also marks the final day of the programme.

Fishermen in Sabah should capitalise on the various assistance such as funds and subsidies provided by the Government to help them improve their livelihood, said Deputy Chief Minister Datuk Seri Panglima Yahya Hussin. He said many of the fishermen in the State are stifi living in poverty and left out in the mainstream of development in the fishing sector. The Government, he added, had provided various assistance such as loans and subsidies for the fishing community, especially traditional fishermen. “Like people from the other sectors, the Government also want our fishermen to progress economically and come out from the poverty,” Yahya, who is also the Agriculture and Food Industry Minister, said when opening the 11th Annual General Meeting (AGM) of the State Fishermen’s Association (Pengasah) here yesterday. Some 10 regional fishermen’s associations from across the State have joined Pengasah, namely Kuala Penyu, Kota Belud, Semporna, Sandakan, Labuan, Papar Tuaran, Teluk Padas, Tawau and Marudu/Pitas with 5,610 members. Another four regional fishermen’s associations from Kudat, Beluran and Kota Kinabalu have not joined the umbrella body yet. In ensuring that none of the fishermen in Sabah are still lagging behind, Yahya advised Pengasih to take the initiative of coming up with a record on the income of every member. He said such record is useful in determining the level of poverty among the fishermen, apart from making it easier for the Government to provide the assistance to them. “It is also important for fishermen to grab opportunities available in the small and medium industries, seafood business, boat repair and maintenance workshop and other related business,” said Yahya.

Squatters appeal to City Hall to defer demolition

The squatters of Kampung Teluk Likas have appealed to the Kota Kinabalu City Hall to defer demolishing their houses until they are properly resettled as promised by the State Government in 1996. They made the appeal during a peaceful demonstration held at their village yesterday. Some 100 residents of all ages took part in the brief demonstration to highlight their plight over the imminent exercise by the City Hall to demolish their houses on June 2. A total of 147 houses with more than 400 squatters will be affected by the exercise. Their spokesman Yassin B. Amat, 73, claimed that they were victims of improper relocation exercises carried out by the relevant authorities back in 1996 and 1997, to relocate them to the free housing scheme in Kampung Warisan Phase 1 and 2 in lnanam, near here. He said that during the two relocation exercises facilitated by City Hall, only half of the 300 over families were relocated while the remaining failed to do so when their houses were taken by outsiders, due to alleged irregularities in the relocation exercises. “We have concrete evidence to prove this (irregularities),” he stressed. They were subsequently offered the walk-up apartments in Telipok Ria which they turned down, as they could not afford the monthly rental, as well as other expenses like transportation that they would incur if they were to move there. “Furthermore, that (Telipok Ria housing) was not what we have been promised earlier by the State Government. We were supposed to get the free housing in Kampung Warisan Phase 1 & 2,” pointed out Yassin. He also regretted that their numerous written appeals to City Hall, including those by their elected representative, Sepanggar Member of Parliament Datuk Eric Majimbun to rectify the problem, were to no avail. Yassin thus hoped the State Government could immediately intervene and provide for a proper solution to the problem. He especially reminded the State Government that they were hardcore Barisan Nasional(BN) supporters who voted for the Coalition in the last general election. “We hope this (imminent demolition of their houses) is not what we get in return for supporting the BN Government,” he said. He added that they might file for a legal suit to safeguard their rights after this, if the City Hall proceeds with the demolition exercise.

The Dewan Rakyat yesterday passed the Pensions Act (Amendment) 2008 Bill that will increase civil servants’ retirement age from 56 years to 58, effective July 1. The new ruling involves full- time staff although there is an option for retirement at the age of 55 or 56. The Dewan Rakyat also passed the Local and Statutory Bodies Pension (Amendment) Bill 2008. The bill will incur additional expenditure for the Government although the amount has not been determined. Deputy Minister in the Prime Minister’s Department, Datuk Mohd Johari Baharum, said based on a detailed study in 2001 when the retirement age was increased from 55 to 56, the move did not affect unemployment. “There is no political agenda in this matter. If there is, we would have done it before the general election,” he said when winding up the debate on the bill yesterday, adding that the Government would consider increasing the retirement age to 60 in stages. -Bernama

The Sabah branch of the’ Royal Malaysian Customs is intensifying efforts to check the smuggling of turtle eggs from a neighbouring country by focusing enforcement operations in this district. State Customs Director Datuk Md Yusop Mansor said operations were being focused in this district because of its proximity to the maritime boundary with the Philippines. “The operations against turtle egg smugglers are not only carried out at sea but also on land as various methods are being used by them to deceive the authorities,” he said when contacted by Bernama yesterday. Md Yusop said the operations, which had been intensified recently, had succeeded in confiscating 1,500 turtle eggs estimated to be worth RM11,500 which were being smuggled into Kota Kinabalu on May 20.- Bernama

Tenaga Nasional Bhd (TNB) has not given up on its proposal to set up a 300MW coal-powered plant in Sabah. “TNB has appealed on its proposal of using coal technology in Sabah. As for the proposed coal-powered plant at Silam, it is a straightforward answer ‘no’ as decided by the State Government,” Tourism, Culture and Environment Minister Datuk Masidi Manjun said at a press conference after attending a briefing! presentation on coal technology organized by Sabah Electricity Sdn Bhd (SESB) at Sutera Harbour here yesterday. According to Masidi, the East Coast of Sabah is facing a serious shortage of power supply and SESB had to conduct the briefing for non-governmental organisations (NGOs) on why Sabah has to use coal to produce electricity. However, several of the participants objected to the proposal. “We are still keeping our option open. Please give SESB a chance to explain the coal technology and environmental mitigation to the NGOs,” said the Minister. SESB Managing Director Jr Baharin Bin Din, who was present, said the focus of the briefing was to highlight the need of electrical power for Sabah and he hoped the participants would realise the advantages of having a coal-powered plant, especially in the East Coast. One of the participants pointed out it would be expensive to import coal from Indonesia to power the plant. “What happens when we have run out of it and who would pay for the expenses in future? “Why don’t we use gas? It is clean and cheap, just like we have seen and experienced in reality today, in Sepanggar!” said the participant. A participant from the public sector spoke on the solar system. “The air that we breath here is natural and Sabahans must know how to utilise it, just like what other developing countries have done to reduce the climate change. Why not think of it as a resource for power supply? “Ninety percent of scientists in Australia believe that it is the best natural resource for the power supply, so if we know how to use our own natural resources here or how to exploit them, it is very beneficial because all these are positive sides that could be applied here,” he said. Unfortunately, an executive from SESB informed that the solar system capacity is not reliable, despite of all its advantages as explained by several NGOs.

Forestry Director urges precautionary measures over El Nino which could hit

Sabah foresters are calling for precautionary measures to be taken in anticipation of a repeat of the 1 0-year cycle of El Nino dry spell which could hit this part of Southeast Asia. Due to the possibility of a long drawn dry spell affecting the State again, Sabah Forestry Director Datuk Sam Mannan urged the public to take steps to avoid open burning activities near forest areas and peat swamps to prevent major forest fires. He said in the six- month drought in 1983, some I mill ion hectares of forests were destroyed while some 190,000ha including 130,000 ha of permanent forest reserves were destroyed in the 1998 dry spell. “As there are signs of the El Nino cycle returning this year; we, have to take steps to ensure our forest reserves are safe by taking precautionary steps early,” he said in a statement here yesterday. According to him, activities like illegal hunting, shifting cultivation and land development near forest areas are among main factors that could trigger off forest fires during dry spells Sam also urged people living close to peat swamp reserves in Binsuluk, Kuala Abai and Klias to be extra cautious as in the event of peat fires, it would be very difficult to control and extinguish. He advised licence holders of Forest Management Units to step up patrols in high fire risk areas in their respective forest areas, ensure all fire fighting equipment are in working order and check on illegal hunters entering their forest areas. Under the Forestry Enactment those involved in burning activities that could cause a forest fire are liable to seven years jail or a fine of RM100,000 or both, he warned as he asked the people to inform the Department if they come across forest fires.

THE paper airline ticket comes to the end of its life on Sunday when 240 carriers belonging to the world association JATA switch to all electronic ticketing, much of it through Internet booking. IATA members account for 94 percent of world airline traffic and by the end of February, 94 percent of them had already abandoned the rectangle of stiff paper in favour of digital technology. In Africa, 87 percent of IATA airlines had made the switch. The last paper tickets will be sold on Saturday, and the International Air Transport Association estimates that its member airlines will save three billion dollars (1.9 billion euros) a year, a much-needed economy in the face of a huge rise in fuel costs. “From June 1, no travel agent will be able to issue a paper ticket,” an IATA spokesman said. However, paper tickets issued before the deadline will still be valid for the travel dates indicated on them. The issue and handling of a paper ticket costs an airline 10 dollars: its electronic replacement one dollar on average. IATA also calculates that the end of the paper ticket will save 50,000 trees per year. — AFP.

International AIDS Memorial Day

“Never give up, never forget” is the theme of the International AIDS Memorial Day (IAMD) 2008. Also known as the International AIDS Candlelight Memorial (IACM), the event is the oldest and biggest grassroots mobilisation campaign to enhance the awareness on HIV/AIDS across the globe. The occasion is also held in the memory of those who had succumbed to this scourge, as well as to give support to the Human Immunodeficiency Virus (HIV) and Acquired Immune Deficiency Syndrome (AIDS) patients who are still alive. For 2008, this event is held for the 25th time worldwide. It is to combat the stigma and discrimination that comes along with this disease apart from moving the society to actively respond to the prevention and care support for the people living with HIV/AIDS (PLHIVs). According to Datuk Mohd Zaman Khan, the IAMD Organising Committee Chairman and Malaysian AIDS Foundation trustee: “IAMD gives us a platform to rededicate ourselves to the fight against HIV/ AIDS”. Meanwhile, the Malaysian AIDS Council President and Malaysian AIDS Foundation chairman Professor Dr Adeeba Kamarulzaman said this is the first time that the IAMD is held in an open-door concept with the community. “I hope this will empower people living with HIV and raise awareness among Malaysians. “The biggest obstacle they are experiencing is the stigma and discrimination from the society”, said Prof Adeeba. She said Malaysians should be matured and change their perception towards the PLHIVs. For HIV carrier Chandran, not his real name, his 18 years experience as a drug addict was painful. “I was shunned by the society, including my own flesh and blood”, he said. Chandran, 38, said he started to flirt with drugs when he was 17, at the urging of his schoolmates. “After I was confirmed as a HIV carrier in the year 2000, I lost all hope to continue living. I kept resorting to drugs without realising that there are people who still care for me. “I still have my mother, who provides me with the determination to fight my drug addiction. Now I realise that by contracting the HIV, it is not the end of my life as there is still a long journey for me to go through”, he said. “I had been in the police lock up for seven times and was imprisoned for one year. Those times, only my mother cared for me but not my siblings. Chandran admitted that it was not easy to get away from drugs, but his mother gave him the support and encouragement that he needed. Now the ‘born again’ Chandran has a Diploma in Psychology from Sunway University and works fulltime for the Malaysian Aids Council (MAC), helping to free others from drug abuse.

22 pirate, transport vehicles detained

KENINGAU:

Police detained 22 pirate transport vehicles operating around the town area on Tuesday. District Police Chief DSP Zahari Mohammad who disclosed this yesterday, said it is an offence operating public transportation without a valid permit. “They could face a fine of between RM1,000 and RM1O,000 or one year’s jail if convicted under Section 33 of the Commercial Vehicle Licensing Board (CVLB) Act 1987,” he told reporters. According to him, in the operation on Tuesday, police detained eight Kancil cars, Proton Iswara (four), Proton Saga (four), Proton Wira (three) and a Kelisa, a van and a Kenari. “From police investigation, eight of the drivers were Bajau, five Dusun, three Filipinos, a Suluk and a Tator,” He said. Zahari said police also issued summons to seven vehicles without licenses, 11 for offence under Section 33 of the CVLB Act 1987, expired road tax (one), expired licenses (two) and driving without licenses (two). He said the police would also check the registration of the detained vehicles at the Road Transport Department to find out their actual owners. According to him, all the vehicles were released yesterday after investigation and the owners were given a stern warning to stop pirate taxi operation in the district. Zahari also urged the public to use licensed public transportation for their safety. “I also urge the operators of public transportation vehicles such as taxis and buses to continue their services until nighttime. This is the only way to prevent the public from using pirate transport,” he added.

Meet Johnny, the turtle man

While Johnny Appleseed planted apple seeds in the American wilderness and greened the land, Johnny alias Hasbullah Buis is helping to keep the turtle population thriving in the island wildlife parks off Sabah. Even after having worked for 23 years on Pulau Bakkungan Kechil, one of the three islands of the Pulau-Pulau Penyu Park, Johnny looks forward with enthusiasm to the dawn of a new day. “I have never felt bored with my work because the important thing is that I am able to help safeguard the turtles which come to nest in this park,” he told Bernama here. Having started work as a park assistant in 1985, he has progressed into a research assistant whose field of work covers Pulau Bakkungan Kechil and the other two islands, Pulau Selingaan and Pulau Gulisaan, making up some 1,740 hectares. Johnny’s work covers tagging turtles, transferring turtle eggs to the hatchery, maintaining the turtle hatchery, and releasing baby turtles into the sea. He said he has grown accustomed to living away from his family which occupies the staff quarters here. He is not alone on the island though. For company, he has seven other staff on Pulau Bakkungan Kechil, comprising a park ranger and six junior assistants. Johnny said their place of work was close to the Malaysia-Philippines border but none of them feared for their safety as there was a military post on the island. - Bernama

Haron who is from Johor, became the Director in January 2006 while Sibu-hailed Khirudin was the Assistant Head of Director of Training Division, Putrajaya before he was transferred to Sabah. Alarming increase of fire deaths in first four months

KOTA KINABALU:

An alarming increase in the number of fatalities caused by fire was reported between January and April this year, compared to cases in previous years. National Fire and Rescue Services Department Director Khirudin B Drahman @ Husaini said eight deaths were recorded in the first four months of this year while there were only 18 fatalities recorded between 2005 and 2007. “In 2005 there were 11 recorded deaths, four in 2006 and three in 2007, while for the first four months of this year, there were already eight deaths and five injuries recorded,” he said. According to Khirudin, 99 percent of the fire cases recorded were usually caused by human negligence and lack of awareness of the importance of fire prevention. “It is very important for the people to know the methods to prevent and put out fire because most of the cases involved the elderly and children who were trapped by fire and needed assistance. “Therefore I advise the people to respond to the fire first and put it out when they encounter such an incident. I also urge every household to put a fire extinguisher in their own home as it is very important in the instance of a fire breaking out,” he said. Khirudin added that the 3E education, engineering and enforcement method is used in fire prevention and the involvement of the public and the relevant authorities is needed. He also advised the public to be extra careful when dealing with the usage of electricity, the storage of highly flammable things and to look after the elderly as well as children especially during the Kaamatan Festival. However, Khirudin said that there was a decrease in the number of fake calls made by the public since the introduction of a system to detect calls made through the emergency number 999. “Between January and April this year, we only received nine fake calls compared to 77 calls made from 2005 until 2007,” he said, adding that 246 calls received were fire reports and 151 calls were for rescue service. As for the losses incurred by fire, he said the statistics recorded RM14.8 million while RM51.9 million losses were recorded in cases needing rescue service, between January and April this year. Meanwhile, Khirudin said there are a total of 771 firefighters and 20 fire and rescue stations in Sabah and they will conduct more awareness programmes for the public such as general education for primary and secondary schools and also a mobile exhibition to educate the public on fire prevention.
